Hydrogenie PTO heat exchanger question

Hi, I've recently purchased a van with PTO in it and the heat exchanger is not connected to engines cooling system - I wanted to ask if anyone knew why this might have been done and also what are the connection points for heat exchanger on the engine. Thank you

I am going to take a guess that it was leaking is why it was unhooked
